Lancaster High School The Constitution of The Associated Student Body
Mission Statement
We, the associated student body of Lancaster High School, to ensure a united school community of students, parents, and staff, while giving all the students the opportunity for growth in academic achievement, maturity, and social responsibility and to uphold the most significant roles of leadership by promoting service to our neighboring community, do ordain and establish this constitution for Lancaster High School.
Article IName and Purpose
Section 1: We shall be known as the Associated Student Body of Lancaster High School, abbreviated ASB.
Section 2: The purpose of this organization shall be to represent and support the student body of Lancaster High School in: A. School wide activities B. Community activities C. School Athletics and Events\
Section 3: The official school mascots shall be an Eagle and Eaglet. A. The Eagle’s name shall be Elmer B. The Eaglet’s name shall be ______________
Section 4: The official school colors shall be Navy Blue, White, and Red.
Article IIMembership
Section 1: All students enrolled in Lancaster High School are member of the Associated Student Body.
Section 2: Only members of the ASB may vote on class officer elections, ASB officer elections, initiatives, and referendums.
Section 3: Only members of the ASB will be eligible to hold an appointed or elected student body representative office.
Section 4: Only members of the ASB will be eligible to hold membership in the co-curricular student programs of Lancaster High School.
Section 5: A. ASB members are encouraged to support Lancaster High School’s student activities by purchasing an ASB card. B. The Leadership Council shall regulate the benefits of the ASB card.
Section 6: A. ASB members may bring guests to only those Lancaster High School events that have been approved for guests by administration. B. Guests must be approved by the Activities office in order to attend Lancaster High School events.
Article IIIStudent Rights
Section 1: A. Any member of the ASB may present articles of impeachment to the ASB B. Advisor for removal from office. C. Any member of the ASB has the right to speak at a board of control. D. Any member of the ASB has the right to join any club on campus, if eligible E. Any member of the ASB has the right to examine the budget and expenditures of the Leadership council. F. Any member of the ASB may read an approved agenda G. A member of the ASB, requesting to be heard at a board of control meeting, must make an appointment to be on the next meeting’s agenda. H. Any member may present information to the Leadership Council during meetings.
Article IVOrganization of Leadership Government
Section 1: The executive powers of the ASB shall be vested in the Leadership Council.
Section 2: All members of the leadership council must be enrolled in the Leadership class.
Section 3: There will be a minimum of six (6) upper class officers and a maximum of eight (8) enrolled in the leadership class. In the case of conflict priority will be given to the junior class.
Section 4: A. The leadership Council will Call-to-Order the first day of class each week. B. Emergency Call-to-Orders may be called under special conditions C. Robert’s Rules of Order shall be the reference for all actions carried out during a Call-to-Order.
Section 5: A. ASB officers shall be elected by the ASB. B. Class officers shall be elected by their respective class. C. The current ASB Advisor and an advisor appointed committee shall choose all other members of the Leadership Council.
Section 6: The Leadership Council shall be composed of the following members:
1. Assemblies 2. Activities 3. Athletics 4. Community Relations 5. Secretary of Correspondence & Elections 6. Electronics 7. Spirit and Performing Arts 8. Staff and Student Relations 9. Interns 10. ICC Representatives 11. District Board Representative (if he/she is at site)
Article VExecutive Powers of the Leadership Council
Section 1: The Leadership Council shall have charge of the following: A. Facilitating and supporting the Associated Student Body activities of Lancaster High School. B. Representing the Associated Student Body as it maintains communication with the staff, parents, and neighboring community. C. The handling of all Associated Student Body funds.
Section 2: If any difficulty with positioning of class officers within the council occurs, the Leadership council will vote to correct it.
Section 3: Those powers not specifically forbidden or vested in another organization are hereby under the domain of the Leadership Council.
Article VIImpeachment
Section 1: A member of the Leadership Council may have a suggestion to be impeached by the council
Section 2: In order to suggest impeachment there must be written articles of impeachment presented to the presiding officer at any Board of Control Meeting under the new business.
Section 3: There must be a two-thirds (2/3) vote in order to pass the suggestion of impeachment in favor of impeachment.
Section 4: In order to impeach an official the suggestion must pass and be sent with documented proof of violation of the constitution to the ASB advisor and the Vice Principal of Activities.
Section 5: Both the Advisor of ASB and the Vice Principal of Activities must unanimously agree on the impeachment.
Section 6: An article of impeachment must list the reasons of complaint, proof of violation, and the signature of their advisor and/or the ASB advisor. In the case of the advisors absence, consent may be obtained by the Principal.
Section 7: Students in the class of the student being impeached may not vote on the suggestion.
Article VIIProcedure governing Board of Control Meetings
Section 1: A quorum must be present in order for the council to call to order. A quorum consists of one half and one more of the members of the Leadership Council enrolled in the class.
Section 2: Every person on the Leadership Council, except the presiding officer, shall have the right to one vote.
Section 3: All votes shall be by voice, unless requested by the presiding officer or any two members of the council.
Section 4: In the case of a tie, the presiding officer must cast their vote, which must be accepted by the ASB advisor, to break the tie.
Section 5: Debate on all items brought forth to the council will be unlimited, unless it is moved to limit it. In this case, the ASB Vice President shall act as timekeeper and interrupt debate to inform the presiding officer when time expires.
Section 6: Members of clubs shall not be instructed to refrain from debate during items involving their club. Officers of a club will, if requested by any two members in attendance or the chair, not cast their vote in matters pertaining to their club.
Article VIIIAttendance
Section 1: All absences must be reported to the ASB Advisor or presiding adult in order to be cleared.
Section 2: Any member having more than three (3) absences un-cleared by the advisor or presiding adult of one (1) semester shall be automatically brought up to the council for suspension from their position.
Article IXRules governing involvement in the Leadership Council
Section 1: All Leadership candidates must have a GPA of 2.5 or higher before and after he/she is elected/appointed, and may not have any unsatisfactory grades in citizenship on their most recent semester of quarter report card. This status must be maintained while in office.
Section 2: The presidents, of the classes and of the Leadership council, must have a 3.0 or higher before he/she is elected/appointed.
Section 3: A student may not be nominated for an office without his/her own consent.
Section 4: A student may only hold one Leadership Council position at a time.
Section 5: A candidate for any ASB office must meet or exceed all of the requirements and election deadlines set forth in the Election packet.
Article XASB Officer Qualifications
Section 1: Any student holding positions of ASB Secretary, ASB Treasurer, ASB Vice President, or ASB President must be an upperclassmen and have one year of Leadership experience at the high school level.
Section 2: All ASB Officers ( President, Vice President, Treasurer, and Secretary) are elected for only one term. A term consists of two (2) semesters. Any one person may only be elected twice for the same office.
Section 3: The ASB officer must be enrolled in the Leadership Council class. If the elected official can not be enrolled in the class, their position will be lost.
Article XIClass Officer Qualifications
Section 1: Class officers must be of their respective class.
Section 2: A class officer is elected for one term, consisting of two semesters.
Section 3: Any class officer must have a 2.5 GPA to run and maintain office.
Article XII Duties of Leadership Council Members
Section 1: ASB President A. Responsible for presiding at the Board of Control Meetings. B. Responsible for presiding at officer meetings. C. There will be presidential duties (i.e. pledge of allegiance at a school event) that will require the presence of the ASB President (if unable to attend, the Vice President will take his/her place in that event)
Section 2: ASB Vice President A. Assists the ASB President or assumes the role as president when the president is unable to fulfill his/her duties. B. Will preside over the senate C. Makes sure that all club activities are done legally and according to the Constitution and State Education Code. He/she is also responsible for making sure that each club has their own constitution before engaging in any business. D. Responsible for keeping the Leadership Council informed about the senate’s progress
Section 3: ASB Treasurer A. Responsible for receiving the financial statement from the bookkeeper before each Board of Control meeting and informs the class of finances. B. Responsible for informing the class on club balances as well as ASB balances at every board of control meeting C. Presents Leadership Council and club financial requests to the Board of Control for approval. D. Makes sure that each club has submitted a budget report to the Leadership Council before any approval of monitory exchanges can be made.
Section 4: ASB Secretary A. Responsible for taking minutes at every Board of Control Meeting B. Must get previous minutes approved at every Board of Control meeting and makes sure the ASB advisor has a copy of the minutes C. Ensures that each set of minutes is signed, dated, and organized in a notebook accessible to anyone. D. Responsible for training the Correspondence Secretary to take proper minute for Board of control meetings, in case of the secretary’s absence. E. Has priority over the computer system when organizing and taking the minutes of a Call-to-Order
Section 5: Class Presidents A. Responsible for the activities that are put on by their class B. Organizes the activities to the fullest extent by using the input given to them by their class. C. Facilitates meetings for their class, including officers and all members of that respective class. D. Reports weekly between their class and the Leadership Council
Section 6: Class Vice Presidents A. Responsible for assisting the president and/or assuming the role of the president when the president is unable to fulfill these obligations B. Responsible for attending the class meetings and helping to keep the class officers organized. C. In charge of organizing and maintaining the Volunteer Crew folder for their respective class
Section 7: Class Treasurers A. Required to attend all class meetings B. Must keep track of the money being used by their class C. Must submit a budget to the Leadership Council
Section 8: Class Secretaries A. Must Attend all class meetings B. Required to take minutes at every class meeting C. Required to take attendance at all class meetings D. Submit bulletins as they are needed
Section 9: Commissioner of Activities A. Coordinate activities that include ASB as a large unit (i.e. Staff Recognition is an activity, but recognizes individuals) B. Involve the student body at large in various events including any and all council-funded dances, dress-days and lunch-time activities, especially the ones executed during the duration of Homecoming and Welcome Weeks C. Assists with assemblies and rallies coordinated by the Commissioner of Assemblies and the Commissioner o Spirit and the Performing Arts as they involve large number of the ASB. D. It is suggested that the Commissioner of Activities have at least one year of Leadership Experience.
Section 10: Commissioner of Assemblies A. Coordinate activities that include ASB as a large unit. (i.e. Rallies) B. Involves the student body at large in various events including any and all assemblies, help the Commissioner of Activities with lunch-time rallies, academic recognition rallies, and sports recognition rallies. The Commissioner of Assemblies is the chair on all assemblies and rallies C. The Commissioner of Assemblies and the Commissioner of Activities helps to coordinate activities involving the student body as a large unit, with assistance from the Commissioner of Athletics, the Commissioner of Spirit and the Performing Arts and the Commissioner of Staff and Student Relations when planning all Academic and Sport Recognition rallies. D. It helps if the Commissioner of Assemblies has had at least one year of Leadership experience.
Section 11: Commissioner of Athletics A. Signs all check requests for all athletic teams and CIF dues B. Works closely with the Vice Principal of Athletics C. Works with the Commissioner of Assemblies to coordinate Athletic teams with rallies D. Coordinates athletic teams in all events, excluding actual sports games
Section 12: Commissioner of Community Relations A. Link between the Leadership Council and the Community. Their function is to keep and maintain Lancaster High School’s involved in the community B. Responsible for maintaining the school’s community status through coordinating and planning service projects that are to be executed at least once a month. C. Keeps Lancaster High School involved and in high standing with other such service groups such as Grace Resource Center and the American Red Cross.
Sections 13: Commissioner of Elections and Correspondence A. Correspondence Secretary 1. In the absence of the ASB secretary, this person takes minutes for the Board of Control meetings. 2. Requirements for this position include a one month shadowing period under the ASB Secretary (learning to take ASB Minutes) 3. In charge of sending thank-yous to staff, the community, and chaperones (communications through faculty is done by this person) B. Elections Officer 1. In charge of organizing, coordinating, and reviewing all election activities (i.e. Homecoming/Winter Ball/Prom Court, ASB Officer Elections) a. Courts will only be held for the following functions: i. Homecoming, Winter Ball, and Prom 2. Open nominations will be held to select those who will appear on the ballots for each function. a. The entire student body will be permitted to nominate fellow students of any grade, for Homecoming and Winter Ball Courts. b. Only Juniors and Seniors will be allowed to: i. be on the ballot ii. nominate iii. vote for Prom Court. 3. The elections will be held at specific times designated by all members of the ASB council, according to the following rules: a. All Homecoming elections are to be held at the same time, during the same block of a specific date (B or E blocks only) b. Winter Ball elections will be held in all English classes for no longer than two (2) consecutive days. c. Prom elections will be held in the U.S. History and Civics/Economics classes and only open to Juniors and Seniors and shall last no longer than two (2) consecutive days. No underclassmen is allowed to vote in Prom elections. 4. Any of the members of the Student body who are nominated will not be permitted to be on the ballot or hold a court title if they do not meet certain requirements designated by the ASB Council 5. Once a member of the student body has received the title of King or Queen on a court, they are not permitted to be nominated for any court remaining in that school year, or hold any court position for any of the other two functions. 6. The King and/or Queen of a specific function are to be asked back to crown the next year’s King and Queen of said function. 7. Only Seniors will be awarded the royal titles of King and Queen at all functions excluding that of Winter Ball, where the King and Queen will be Juniors 8. Court shall consist of a designated number of students per class, as allotted for each specific function: a. Homecoming court shall consist of one (1) princess and one (1) prince from each class. i. There will be three (3) princesses and three (3) princes for the Senior court for Homecoming ii. The Senior female with the most votes shall be crowned Homecoming Queen iii. The Senior male with the most votes shall be crowned that Homecoming King b. Winter Ball Court shall consist of a. There will be b. The Junior female with the most votes shall be crowned that function’s Queen c. The Junior male with the most votes shall be crowned that functions c. Prom Court shall consist of a. Juniors and Seniors b. The Senior female with the most votes shall be crowned Prom Queen c. The Senior male with the most votes shall be crowned Prom King
Section 14: Commissioner of Electronics A. In charge of coordinating and assisting in all technical aspects of all ASB activities B. Required to have background and experience in the technology and equipment used by the Leadership Council 1. Must be a certified technician under the supervision of the current Electronics Commissioner. C. Responsible for all equipment purchases, inventory, and equipment check-out by other clubs, including the Leadership Council. D. Must obtain a working sound machine request to check-out the sound system E. Responsible for interviewing, training, and certifying at least five other students to be sound technicians F. Works with the Commissioner of Activities, Commissioner of Assemblies, and the Commissioner of Athletics in order to make sure the sound machine and any other technical portions of events run by the listed commissioners is executed well and efficiently.
Section 15: Commissioner of Staff and Student Relations A. Acts as the link between the Leadership Council and the LnHS Staff and the ASB B. Responsible for recognizing the staff and students of the month C. Coordinates the presentment of the memory book to the Leadership Council
Section 16: Interns of Commissioners A. A maximum of five (5) interns may serve on the Leadership council. 1. The exact number is to be determined by the ASB Advisor, depending on the size of the Leadership Class. 2. There is to be at least one (1) intern per year B. Must support and apprentice their commissioner at all times in order to learn proper leadership skills is that commissionership C. The Intern of Rallies must perform in at least two (2) rallies. 1. Must attend all rallies to experience the actual leadership roles. D. The Intern of Activities must: 1. Put on at least one game in each rally. 2. Help creatively and physically in lunch time activities
Section 17: Commissioner of Computer Design (Computer Design Technician) A. Responsible for upkeep of the computer equipment B. Have priority of the computer and its systems if the system is needed for important Leadership Council Documents and/or presentations, excluding the ASB Secretary. C. In charge and responsible for all computer graphic presentations D. Must submit information for the web page E. In charge of creating the power point presentations for the Student Senate 1. In aid and under the instruction of the ASB Vice President F. In charge of creating all flyers
Section 18: Commissioner of Spirit and Performing Arts A. The link between the Leadership Council, band, choir, drama, cheer, dance, and any other performing arts groups on campus and in the community. B. Keeps other groups, including the ASB, involved informed, and hopefully spirited about various school events. C. Responsible for supervising the use of the LnHS Mascots D. Works with the Commissioner of Assemblies in coordinating all assemblies and rallies. E. Works with the Commissioner of Activities and the Commissioner of Athletics by executing lunch-time activities in order to promote attendance at school activities F. Organizes and presides over a committee to plan and execute: 1. Homecoming Pre-game Show 2. Homecoming Half-Time Show 3. Court Warming for Winter Ball 4. Talent Show
Section 19: ASB Advisor A. Makes sure the meetings are run legally by the ASB officers B. Must make sure that the needs of the school are being met through the Leadership Council C. If the absence of the Advisor for long periods of time should occur, the ASB Council will presume as usually, attending to their daily tasks, under the direct supervisions of the Vice Principal of Activities, or an accredited supervisor appointed by the Vice Principal of Activities D. Must approve decisions made by the council before action is taken upon said decisions.
Article XIIISenate
Section 1: The ASB Vice President shall preside over the organization and execution of the Student Senate and all Senate Meetings
Section 2: The Student Senate shall be composed of two representatives from every C-Block class
Section 3: Student Senate will convene on the last C-Block of every month
Section 4: Each member of the Senate will implement the “Student Body Inquiry” to allow ASB to be more effective in addressing the needs of all the students on campus.
Section 5: The Student Senate is a forum for sending and receiving information to and from the student body.
Article XIVClubs/Boosters
Section 1: Any club using the Student store must pay a 10% or $5.00 fee, which ever is less, to the ASB
Section 2: Any Booster club wanting to sell concessions at any sporting event must sign the Concession Agreement Form and pay the amount listed on that form.
Article XVRatification
Section 1: In order to ratify this constitution, the proposal must be submitted in writing, then a two-thirds (2/3) majority vote by the Leadership Council to make the change.
Section 2: In order for the constitution to be ratified, it must have the signature of either the Asb advisor or the Vice Principal of Activities
Section 3: All members of the council in favor of ratification will sign the last page of the constitution in order to officially record their vote.
